    Distribution of Per Capita Income in Georgia: 1969-2000

    Since the mid 1980s, the state of Georgia has been popularly characterized as consisting of two (or more) distinct economies or economic regions, the Atlanta Region and the remainder of the state. Since the appearance of the term "two Georgias" in the local lexicon, policy makers have attempted to address problems associated with the perception that Atlanta and its surrounding counties are experiencing tremendous economic growth, while the remainder of the state languishes. Because the quality and quantity of local public services are determined, in part, by local economic activity, concerns have been raised about the existence of two Georgias and how such an economic partition might affect the distribution of revenue generating capacity among counties across the state.Past research suggests that the average income of different areas of a country tend to converge as overall income rises. Using per capita personal income (PCI) data from the Bureau of Economic Analysis (BEA), we compare 1969 PCI with 2000 PCI to determine: 1) if convergence has occurred 2) how changes in PCI are geographically distributed, and 3) whether these data support the popular conception that Georgia consists of two separate economies.     Effects of Interactions on the Critical Temperature of a Trapped Bose Gas

    We perform high-precision measurements of the condensation temperature of a harmonically-trapped atomic Bose gas with widely-tuneable interactions. For weak interactions we observe a negative shift of the critical temperature in excellent agreement with mean-field theory. However for sufficiently strong interactions we clearly observe an additional positive shift, characteristic of beyond-mean-field critical correlations. We also discuss non-equilibrium effects on the apparent critical temperature for both very weak and very strong interactions.Comment: 4 pages, 4 figure

    Spectral statistics in disordered metals: a trajectories approach

    We show that the perturbative expansion of the two-level correlation function, R(ω)R(\omega), in disordered conductors can be understood semiclassically in terms of self-intersecting particle trajectories. This requires the extension of the standard diagonal approximation to include pairs of paths which are non-identical but have almost identical action. The number of diagrams thus produced is much smaller than in a standard field-theoretical approach. We show that such a simplification occurs because R(ω)R(\omega) has a natural representation as the second derivative of free energy F(ω)F(\omega). We calculate R(ω)R(\omega) to 3-loop order, and verify a one-parameter scaling hypothesis for it in 2d.     An Evaluation of the New York State Workers’ Compensation Pilot Program for Alternative Dispute Resolution

    In 1995, the State 0f New York enacted legislation authorizing the establishment of a workers\u27 compensation alternative dispute resolution pilot program for the unionized sector of the construction industry. Collective bargaining agreements could establish an alternative dispute resolution process for resolving claims (including but not limited to mediation and arbitration), use of an agreed managed care organization or list of authorized providers for medical treatment that constitutes the exclusive source of all medical and related treatment, supplemental benefits, return-to-work programs, and vocational rehabilitation programs. The legislation also directed the School ofIndustrial and Labor Relations at Cornell University (ILR) to evaluate compliance with state and federal due process requirements provided in the collective bargaining agreements authorized by this act, and the use, costs and merits of the alternative dispute resolution system established pursuant to this act. In response to this legislative mandate, ILR reviewed the research previously conducted on alternative dispute resolution (ADR), generally, and in workers\u27 compensation. This included examining the purported advantages and disadvantages of ADR, the prevalence of ADR, and published statistical or anecdotal evidence regarding the impact of ADR. ILR created a research design for claimant-level and project-level analyses, and developed data collection instruments for these analyses that included an injured worker survey for ADR claimants and claimants in the traditional (statutory)workers\u27 compensation system, an Ombudsman\u27s log, a manual of data elements pertaining to ADR and comparison group claimants, and interview questions for ADR signatories and other officials. The findings in this report draw upon a comparison of claimant-level, descriptive statistics (averages) for injured workers in the ADR and traditional (statutory) workers\u27 compensation system; the results of more sophisticated, statistical analyses of claimant-level data; and project-level information (including, but not limited to, interviews with ADR signatories and dispute resolution officials)

    Using a Primordial Gravitational Wave Background to Illuminate New Physics

    A primordial spectrum of gravitational waves serves as a backlight to the relativistic degrees of freedom of the cosmological fluid. Any change in the particle physics content, due to a change of phase or freeze-out of a species, will leave a characteristic imprint on an otherwise featureless primordial spectrum of gravitational waves and indicate its early-Universe provenance. We show that a gravitational wave detector such as the Laser Interferometer Space Antenna would be sensitive to physics near 100 TeV in the presence of a sufficiently strong primordial spectrum. Such a detection could complement searches at newly proposed 100 km circumference accelerators such as the Future Circular Collider at CERN and the Super Proton-Proton Collider in China, thereby providing insight into a host of beyond Standard Model issues, including the hierarchy problem, dark matter, and baryogenesis.Comment: 7 pages, 3 figures; added reference
